Integrate `shank` for IDL production

Problem

In order to properly integrate the Core BPF implementation of the program into its new home in the Solana-Program organization, alongside all of the client and codegen configs, it needs to integrate shank to produce an IDL on build.

Solution

Integrate shank into the Config program!
