[BUG] Regression - not entering PC10 state when idle

There is a regression that stops cpu from entering PC10 state when idle. The regression came somewhere between commits 62793a8 and
5a8d8f2, the specific commit that introduced the issue is not known.

The tests with Socwatch show that the PC10 state is not achieved when idle. When testing with rtcwake -m freeze, the PC10 is achieved.
Tests were done with and without SOF modules loaded, and the results are the same.
