We shouldn't have opinions on what the front end of the site should look like. But, every site needs a 404 page (and if I'm writing them, a 500 page), and it would be a good idea to provide a sensible base to start with - if only to avoid the standard performance pitfall of {% extends "base.html" %} and rendering the navigation on the 404 page.
This should be completely optional, e.g. an uncms.better_errors app.
