Scaling nebula graph

Hi everyone i was running Nebula Graph via Docker with 1 instance of metad, storaged, and graph, but now I want to scale them to 3. Is there no way to do that in the community edition?
I can't find any way. The BR utility tool also mentions the limitation that

Restoration requires that the number of storage servers in the original cluster be the same as that of the storage servers in the target cluster, and storage server IPs must be the same. Restoring the specified space will clear all the remaining spaces in the cluster.

Is there any other way to do that? I tried just starting all the other services after stopping the service, but metad failed leader election, and none of the nodes are getting selected as leader
Please let me know if anyone have face such an issue or if you know how to mitigate this
