[Feature Request]: Addition of Reset Vote Count Button

Feature Description

Admin have the access to Reset the Vote count by pressing the Reset Vote Count button which can be accessed by admin only.

@vigneshs-dev If we consider this with a real-world voting system then there must be a timeline to reset all the EVMs after voting ends. So we need to disable access for everyone (including admin) until the voting event ends to ensure the transparency.

Access rules

1. Admin can only start the voting.
2. Admin can reset votes after voting ends.
3. We have to consider election commission as admin.
