Create JSR package for @worlds/libsql

The publish workflow fails at deno publish because JSR reports that @worlds/libsql does not exist yet.

Please create the JSR package and connect it to this repository so the publish workflow can complete. Once the package exists, the existing publish.yml dry-run + publish steps should unblock.
