Nice work with the MSD decoder, its a great little tool. I'm a telematics engineer responsible for Euro eCall for an automotive manufacturer. Having a standalone decoder is a great reference tool for me but I have found 1 issue so far. The UTC timestamp is incorrectly decoded. I've attached the MSD from one of my tests. The UTC timestamp from the test is 2020/06/01 15:45:03. Your decoder is showing the UTC timestamp as 2020-06-01 20:45:03 so there is a 5 hour discrepancy (i've also attached the screenshot from your decoder. For reference the test equipment I use is certified for official eCall validation.
Please review this issue, and I look forward to using your tool on a regular basis.
