Allow file versioning for downloadable files

Should allow picking a file that would be marked as "latest" and setup a file version (1.2, 1.3) for each downloadable files.

As of #2009 the controls should be visible.
I had a basic workflow that seems to work for me.
For the version input/save box i think the one that we have for the Store Sales Tracking iD would be awesome

Does this ensure that only the "released" file is shown on the transaction results page and the email that goes to the customer?

Also, #2009 seems to reference functions _wpec_ajax_response|error - those don't seem to exist.

This is just for the admin side at the moment.
But it can be made to show just the "released" file but i guess that depends on the stoer owner

So if there is no user-facing aspect of a file release - what exactly is the point?
