[MicroWeatherThing] Use `config.json` file on code.

It would be great to load configuration from a `json` file as it is implemented on the [MicroPomodoro](https://github.com/yeyeto2788/MicroPythonScripts/blob/master/MicroPomodoro/Release/Pomodoro.py) code.
