Notepad start in German, but I can't find the menu to switch language

Hi,

I'm using Notepad 3, and just discover there is a notepad4, so I try it.
I download the zip, unextract, and start notepad4.exe

UI is displayed in German (or a similar language) and I can't find a menu/submenu where I can chose french.
On Github, there a ressources to compile the french language, but nothing to add to the notepad folder to enable using it.

Did I miss something to make French avaiable ?

You can download French version (_fr) or i18n version, only i18n version has menu to choose language:
