Edit notepad4.ini with notepad4

I used to be able to edit the notepad4.ini using the /f0 option (from Florian), since it's cached. If I edit [Recent Files] or [Recent Find] changes are not saved.

Oh, /f0, /fO and /f path were removed by commit ab5a116 (issue #1141), I think we should reload settings when current file is program INI file.

I edited the [Recent Files] and [Recent Find] sections in notepad4.ini and changes were applied after saving.

Should it be working in Notepad4 (avx2) 26.01 r5986 (998dcbb)?
