H_0 = 65.7 km/s/Mpc: below both Planck (67.4) and SH0ES (73.0). Framework predicts the Hubble tension will resolve downward.

Near-Term Test
The CMS (300, 77) GeV excess in the X->SH channel is the single most important near-term test. The breathing correction cos(1/pi)^l shifts the l=2 scalar from 331 -> 299 GeV, landing exactly on the CMS excess. Full Run 3 data completes July 2026.
