Batch the dev-dependency bumps that dependabot could no longer rebase onto main after the 0.7.0 release: vitest 4.1.9, eslint 10.5.0, @types/node 24.13.2, and @cloudflare/workers-types in the root and the reference-receiver example. Regen the lockfiles and the flake npm-deps hash. Root suite, typecheck, lint, and the example suite pass.

Dependabot stopped rebasing its PRs after the 0.7.0 release moved the lockfiles and the flake npm-deps hash, leaving the bumps conflicted with main. This recreates them in one clean commit on current main.
Covers: vitest 4.1.9, eslint 10.5.0, @types/node 24.13.2, @cloudflare/workers-types (root), plus vitest and @cloudflare/workers-types in the reference-receiver example. Lockfiles and the flake npm-deps hash regenerated. Root suite, typecheck, lint, and the example suite pass; nix build is green.
