Updates Spring version metadata used by Spring-related pipelines/tests and documents the timeline of those compatibility test runs/updates.

3.5.16/ Spring Cloud2025.0.3as aSUPPORTEDcombination and moved3.5.15toEND_OF_LIFEin the supported-version matrix. - Added a new timeline entry documenting Spring compatibility test versions (currently duplicative with the prior entry).
