Bootstrap org workspace and align policy packet paths

Summary

• add the org-workspace bootstrap entrypoint
• update Mini remote bootstrap to verify minimal root metadata and local-workspace profile
• align generated policy packets with bitpod-docs/policies/
• downgrade retained proof-era docs so they are not mistaken for active policy

Rebase guidance

• canonical shared policy authority is now bitpod-docs/policies/
• old bitpod-docs/process/*.md policy paths are migration shims only
• do not rename policy filenames further in this lane

Traceability note:

I inspected PR #89 after merging bitpod-docs PR #27 because it looked like the companion tools-side policy/bootstrap update. I did not merge, push, rebase, or otherwise modify PR #89 after the stop request.

Caution for whoever owns this PR: it should now be reconciled deliberately against the finalized bitpod-docs/main policy baseline from PR #27 (b2b9bf1) and current bitpod-tools/main. Its branch lineage also includes the zone-cleanup commit that was already landed separately through PR #88, so review/rebase carefully before merge rather than assuming it is a clean follow-on.

Going forward, I should not alter other threads’ PR branches to reconcile policy/docs changes. Canonical changes should land through their own PRs to main, and other PRs should rebase against that finalized baseline.
