Build pin breaks Python 3.8

Raising the build-system pin to setuptools>=83.0.0 requires Python 3.10+ for isolated builds, while setup.py still declares python_requires=">=3.8.1, <4". pip install from an sdist or source tree on Python 3.8 or 3.9 can fail resolving the build backend even though the package metadata still claims those versions are supported.
