Fixes the right-center and left-center tip alignment (which affects ToolTip)

1. Go to InfoTip story
2. See that right-center + left-center InfoTips look right on inline + floating
3. Swap to RTl using the stoybook tool
4. See that right-center + left-center InfoTips look right on inline + floating
