Vendor signing keypair rotated (key id 88b998850710f24b). No license keys have been issued under the previous pinned key, so this is a clean rotation with no dual-verifier compatibility window needed per docs/COMMERCIAL_OPERATIONS.md. Pair with the ENGRAPHIS_VENDOR_SIGNING_KEY Railway env var, which was already rotated to the corresponding private seed.
