docs: fix snapshot support claim for Tracked instances

Description

Discussion #1141 reported that the instance-management page incorrectly claimed snapshot support is available for Tracked instances.

As documented in the snapshots-portable-git-plan, snapshot capture and restore are currently only implemented for Standalone instances.

Changes

Updated the "Track vs Standalone" comparison table and note in all four languages:
