Implement reviewed repository lock maintenance, optional local retention counts, strict Restic keep-all parsing, B2 lifecycle-read compatibility and consistent nested cache handling. Update operator documentation and retain qualification limits. Refs: #30 Release-Type: none

Resolve the maintenance fixes reviewed in #30, repair compact dashboard and terminal layouts, and improve documentation navigation. Include the Python dependency updates proposed in #28 and the Actions updates proposed in #20, with compatibility fixes and recorded dependency evidence.
Validation: 1,295 local tests passed with one existing Docker integration skip; artifact smoke checks and documentation checks passed. GitHub CI passed all nine jobs on 0a141a4: https://github.com/CruxExperts/BestBackup/actions/runs/40013918178. Source commits are signed and the changes received independent review.
Closes #30.
Supersedes #20 and #28; their requested dependency targets are included here.
