[tailctl] Update to 0.2.1 - #14

Fixes the 0.2.0 regression that refused to load profiles setting auth_key_env without auth_key_ssm, which broke every command for those configs. Dependencies are unchanged, so only the sdist url and sha256 move. Solves: ship the tailctl 0.2.0 config fix to Homebrew users Tests: brew style, brew audit --strict; sha256 matches a local download
