build(deps): pin spec-kit to 98e53ee - #154

The client contract at 98e53ee serves dfo-apis 99e6203: entity_choice on NoDataOption and SentenceToken, ParsedEntity.name, and one Part.entity_refs entry per restatement row, with its scenarios recorded at that commit. All six spec-kit pins move from 0d19172 to 98e53ee, the spec-kit commit whose client contract serves dfo-apis 99e6203:
entity_choiceonNoDataOptionandSentenceToken,ParsedEntity.name, and onePart.entity_refsentry per restatement row, with all 32 recorded scenarios recorded at that commit (DevelopmentFinanceObservatory/spec-kit#26). Nothing else changed in spec-kit between the two commits.pyproject.toml,packages/dfo-data-tools/pyproject.tomlanduv.lockcarry the move; the justfile and CI read the rev frompyproject.toml.Testing:
