dev publishes the corpus branch, sources are read anonymously (every registered repo is public), and docsync runs on dispatch from dev in the docsync environment with the dfo-docsync App, opening PRs into the targets' dev branches. The reader App and sync-guard caller are gone.

…ation branch

Every source repository is public, so the dfo-reader App goes: the build and
registry-health workflows clone and query anonymously and drop the owner guards.
build.yml publishes the corpus from dev, and CI runs on dev and main.

docsync.yml runs from dev in the docsync environment, mints its token from the
dfo-docsync App (DOCSYNC_APP_CLIENT_ID, DOCSYNC_APP_PRIVATE_KEY) for docs, apis,
ai and skills, and opens pull requests against their dev branches. The hub
base branch, the token variable (DFO_DOCSYNC_TOKEN) and pr_author follow.

sources.yaml and manifest.py name the DevelopmentFinanceObservatory repositories.
sync-guard.yml is removed.
