Changes from beamline I24

• Addition of ShortRepeat 1-4 to PumpProbeSetting class in ft_utils
• Addition of new calculated movetimes for ShortRepeat 1-4 and PVs for these in Chip_manager
• Addition of new pump repeats to get_chip_prog_values in Chip_collect
• Update of main edm (just the pump probe/GP4 pull down)
• Update of pump probe edm (more extensive rearrangements)
