Description

Updated the Octokit initialization in useGitHubAuth.ts. Unauthenticated requests to the GitHub API are strictly limited to 60 per hour, which was causing the app to quickly become unusable. Added a fallback to gracefully handle hitting this limit and alert the user.

How Has This Been Tested?

• Ran the app without providing a Personal Access Token (PAT).
• Simulated hitting the rate limit to ensure the application handles the 403 error gracefully rather than freezing.
