uphold hook claude-code holds the end of a turn to the [stop] gate, blocking only on red the session caused - #424
Closes#421, as ruled in the issue's Decision and Design sections.
What changed
[stop] run in policy/principles.toml: the gate, as argv arrays run from the repository root with no shell. It is refused in an inherited file, and an entry that names no program is refused at load. The JSON Schema is regenerated.
uphold hook claude-code dispatches on hook_event_name.SessionStart and Stop go to the new src/hook/stop.rs. Every other event, and an event with no name, is judged as a pending tool call exactly as before.
SessionStart (configured async) runs the gate once and records which commands failed in .git/uphold/stop/<session_id>.json. A session_id outside a closed character set is refused rather than used as a file name.
Stop blocks with {"decision":"block"} only on a command that was green at session start, and includes the last 40 lines of its output. A command that was already red is named in systemMessage and does not block. With no baseline, every red command blocks and the reason says why. A baseline still being written is waited for, up to 300 seconds.
One block per attempt to stop. When stop_hook_active is true, a gate that is still red goes to the person in systemMessage, and the turn ends.
Docs: a REFERENCE section with the .claude/settings.json entries, a README paragraph, and the usage line.
Evidence
cargo clippy --all-targets -D warnings is clean, and cargo test --locked and the Python suite pass. 11 new CLI tests cover:
new red blocks
old red goes to systemMessage
no baseline blocks
a pending baseline is waited for
an unsafe session_id is refused
a follow-up stop does not block
no [stop] is reported
a command that can't start exits 2
an empty argv is refused
an inherited [stop] is refused
Real Claude Code sessions (claude -p --model haiku in a scratch repo, with [stop] run = [["test","!","-e","red"]], after the agent was asked to create red):
The first build relied on Claude Code's own loop cap. It blocked 9 times and ran 13 turns before the harness overrode it, even though the agent had said after the first block that it could not fix the gate.
This build blocks once, the agent explains, and the turn ends with Stop says: uphold: the [stop] gate is still red after the agent was sent back once.... That took 4 turns.
Not in this PR
uphold's own policy/principles.toml does not declare [stop] yet. Which commands belong in it is a separate decision.
Codex accepts the same command, but its Stop and SessionStart schema was not verified.
Added an end-of-turn check for Claude Code sessions. Configure commands to run at session start and turn end; a command that passes at session start but fails later blocks the turn until fixed.
Failures already present at session start are reported without blocking. If a starting check cannot establish a usable baseline, failing checks may block the turn.
Documentation
Updated the command description and reference guide with setup instructions and details about how end-of-turn checks behave.
…locking only on red the session caused
`[stop] run` in policy/principles.toml names the gate as argv arrays, run
from the repository root with no shell. The same `uphold hook claude-code`
entry, configured for SessionStart and Stop, dispatches on
hook_event_name; every other event is judged as a pending tool call, as
before.
SessionStart (async) runs the gate once and records which commands
failed under the worktree's git dir, keyed by a session_id held to a
closed character set. Stop runs it again and blocks with
{"decision":"block"} only on a command that was green at session start,
carrying the last 40 lines of its output. Red the session found is named
in systemMessage. With no baseline every red command blocks and says why;
a baseline still being written is waited for, up to 300 seconds.
A stop that follows a block (stop_hook_active) is not blocked again: a
still-red gate goes to the person in systemMessage. In a real Claude Code
session the first version, which left looping to the harness's cap, spent
nine blocks on an agent that had already said it could not fix the gate;
this one ends that turn after one.
[stop] in an inherited file, and an entry naming no program, are refused
at load. The JSON Schema is regenerated.
Part of #421.

Walkthrough
The hook now handles Claude Code SessionStart and Stop events. It runs configured commands, records session-start results, and compares them at turn end to decide whether to block. Policy configuration, schema, documentation, and CLI tests cover the new flow.
The policy schema and loader support [stop].run as ordered argv commands. The loader rejects empty commands and declarations in inherited or bundled policies.
Session event routing and baseline src/hook.rs, src/hook/stop.rs, tests/hook_cli.rs, docs/REFERENCE.md, README.md
The hook dispatches SessionStart and Stop. SessionStart runs the commands and records results under the Git directory; the baseline is unusable if the tree changes. Tests cover baseline creation, waiting, and invalid session IDs.
Stop decisions and validation src/hook/stop.rs, tests/hook_cli.rs, docs/REFERENCE.md, README.md, src/main.rs
Stop compares command results with the baseline. New failures block once with trimmed output; pre-existing failures and failures after an earlier block are reported without another block. Tests cover these outcomes and command-start errors.

Explanation
[#421] Every coding requirement is implemented at the reviewed head. Evidence:
[stop] run declaration: the Stop struct and loader are in src/config.rs. An entry with no program is refused at load (test an_entry_naming_no_program_is_refused_at_load). A [stop] in an inherited file is refused (test a_stop_gate_in_an_inherited_file_is_refused).
Argv, no shell, repository root: run_gate in src/hook/stop.rs calls Command::new(program).args(...).current_dir(root) with no shell.
Dispatch on hook_event_name: src/hook.rs routes SessionStart and Stop to stop::session_start and stop::stop. Other events, and events with no name, use the existing pre-call path. That path is not changed in the diff.
Session-keyed baseline: session_start runs every command and writes <session_id>.json under the worktree git dir (git::dir(root)/uphold/stop). It records ran and red. session_id() enforces a closed character set before the id becomes a path. Test: a_session_id_that_could_name_another_path_is_not_used_as_one.
Block only on new red: stop partitions failing commands. A command listed in both ran and red goes to systemMessage. Other failing commands block with {"decision":"block","reason":...}. The reason includes the argv and the last 40 lines of output. Tests: a_command_this_session_turned_red_blocks_the_end_of_the_turn, a_command_already_red_at_session_start_is_reported_and_does_not_block.
Missing baseline: every red command blocks, and the reason says no baseline was recorded. Test: with_no_baseline_every_red_command_blocks_and_says_why.
Baseline still running: baseline polls for up to 300 s. Test: stop_waits_for_a_baseline_that_is_still_being_written.
One block per attempt: when stop_hook_active is true, red commands go to systemMessage and the turn ends. Test: a_stop_that_follows_a_block_ends_the_turn_and_tells_the_person.
Could not look: a spawn failure returns a Fatal on the first stop, which exits 2 and fails closed. Test: a_command_that_cannot_start_is_could_not_look.
No declaration: stop prints a message on stderr. session_start returns silently when [stop] is empty. The issue asks that the seam say so on stderr. The Stop path meets this at the point where the agent's claim is judged.
Tests: the diff in tests/hook_cli.rs adds 13 test functions. The PR text says 11. The plan item "PreToolUse is unchanged" has no new test in this diff. Existing tests in tests/hook_cli.rs likely cover that path, but their content was not checked. The code path itself is unchanged.
Not verified: the author's reported results (clippy, cargo test, Python suite, real Claude Code sessions). These were not re-run.
Interpretation note: on a follow-up stop, a spawn failure goes to systemMessage and does not block. This follows the stop_hook_active rule. The fail-closed wording in the issue applies to the first stop.
Full details: Out of Scope Changes check
Explanation
Every changed area maps to an objective in #421 or to a safeguard the baseline needs:
policy/principles.toml schema and src/config.rs: plan step 1 ([stop] run declaration, loader checks).
docs/schema/principles.schema.json, docs/REFERENCE.md, README.md: plan steps 1 and 4 (schema, docs, .claude/settings.json entries).
src/hook.rs and src/main.rs: dispatch on hook_event_name and the usage text. The pre-call path is unchanged.
src/hook/stop.rs: the baseline, the Stop decision, and the one-block rule.
Tree fingerprint in src/hook/stop.rs: a safeguard for the requirement that a baseline shows what was red at session start. An async baseline that sees a moving tree is marked unusable. Its result then follows the missing-baseline rule.
Follow-up spawn failure goes to systemMessage: follows the one-block rule.
tests/hook_cli.rs: tests for the objectives.
No unrelated code, refactoring, or project-wide change appears in the reviewed diff. The hook_event_name dispatch sits in the shared run function. It also serves the codex shape. The PR does not claim Codex support, and no Codex-specific code is added. The Codex schema is outside this change, as the PR states.

New failures look pre-existing
The recommended asynchronous SessionStart runs the gate against the same live tree the agent is already editing. If a slow build or test reads files after the agent breaks them, session_start saves that failure in baseline.red. Stop then treats the session's own failure as pre-existing and lets the turn end. Waiting for the baseline file does not fix this race. Run the baseline before edits can begin, or check a snapshot taken before them.

Fixed in 0d18e6a. SessionStart now fingerprints the tree before and after the baseline run (HEAD, plus the size and mtime of every changed or untracked path). A baseline whose tree moved is written as unusable, so every red command blocks. Test: a_baseline_whose_tree_changed_while_it_ran_is_not_trusted.
The reason will be displayed to describe this comment to others. Learn more.
Broken commands keep blocking
A command that cannot start bypasses the one-block escape. run_gate(...)? returns before stop_hook_active is read, so a missing executable or deleted gate script makes every follow-up Stop exit 2 again. The agent cannot end the turn even after explaining that it cannot fix the gate. Handle this error on follow-up stops by reporting it to the person without blocking again.

Fixed in 0d18e6a. stop_hook_active is now read before the gate runs. On a follow-up stop, a command that cannot start is named in systemMessage and the turn ends, while the first stop still exits 2 and fails closed. Test: a_gate_that_cannot_start_does_not_block_a_stop_that_follows_a_block.

…t cannot start blocks only once
SessionStart runs async, so the agent can edit files while a slow gate
is still reading them, and the session's own red was recorded as red it
found. The tree is now fingerprinted before and after the run (HEAD, and
the size and mtime of every changed or untracked path); a baseline whose
tree moved is written as unusable, so every red command blocks.
A command that could not start returned before stop_hook_active was
read, so every follow-up stop exited 2 and blocked again. On a stop that
follows a block it is now named in systemMessage and the turn ends.

…d on again, and an unreadable one is missing rather than fatal
Claude Code fires SessionStart again on resume and compaction under the
same session_id, and the second run replaced the baseline, recording the
session's own red as red it found. The first baseline now stands: the
marker is created with create_new, and an existing baseline or marker
skips the run.
The wait for a running baseline is now measured from the marker's mtime,
so a SessionStart that was killed does not cost every later stop the
whole 300 seconds.
baseline() no longer propagates I/O errors (no git dir, an unreadable
file); they are a missing baseline, so a follow-up stop still honours
the one-block rule instead of exiting 2.
