Bumps the lattice-estimator submodule and refreshes README.md and the estimates CSV via a PR when the submodule or parameter_db.csv has changed. Runs monthly and on workflow_dispatch, and will only fire upstream once this branch is on the default branch.

CI to bump the lattice estimator and update the README/csv files if the lattice estimator has changed. Currently set to run every month. This will only run once the
draft-readmebranch is merged into main.Note that the TODOs specified in the
src/markdownfolder do not match the README in the root, so the TODOs in the main README will be clobbered when this runs.
