Add local store recall MCP and refresh VFS store lifecycle

Summary

• ローカル store recall 用の MCP 経路を追加し、CLI・client・runtime・canister を横断して接続を更新
• fs store の schema / migration / tests を整備し、archive restore と post-upgrade の smoke を追加
• README、CLI、MCP、wiki browser、extensions、skills、docs を新仕様に合わせて更新

Testing

• vfs_store / vfs_runtime / vfs_cli_* / vfs_canister の unit と integration テストを追加・更新
• local canister の archive restore と post-upgrade smoke を追加
• ドキュメントと UI ヘルパーの整合を確認
