security: cbor2 and pycose updates

This pull request updates the project dependencies and version to ensure compatibility with newer releases.

Dependency and version updates:

• Increased the minimum required version of the cbor2 dependency to 5.9.0 and the pycose dependency to 1.1.0 in setup.py to ensure compatibility with the latest features and bug fixes.
• Bumped the package version to 1.3.0 in pymdoccbor/__init__.py to reflect these updates.
