Copilot previously owned both task planning/reservation and the executor lifecycle, including run and knowledge locks, tracing, notification, and result reporting. This moves that lifecycle into app.workflow_execution.WorkflowExecution and leaves Copilot._execute as a compatibility delegate that records the last-run result. The service receives the caller's current LLM per run, preserving late-bound model selection and test injection. Reserved-run status writes and existing run artifacts remain with the application.

Validation: full local pytest suite, including Strict reserve/restart/poll mocks; focused workflow/context/lifecycle tests; installed-wheel import and runtime-resource smoke; strict SPEC freshness, doc and knowledge checks, and git diff --check.
