The frozen review-quality dataset now contains 15 merged PRs, so ReviewBot's open-PR eligibility correctly skips the old live-PR harness. Three PRs also have current GitHub base/file-list drift. This adds an evaluation-only shadow adapter that verifies each merged PR's pinned head, presents its historical open/base snapshot, and supplies file metadata from the frozen diff to the installed ReviewBot Direct pipeline. It forbids GitHub writes and leaves production PR eligibility unchanged.
The monthly runner records SHA-256 fingerprints for the base pins, selected diffs, and adapter in its arm manifests. A verifier confirms that every historical base/head pair reproduces its frozen ground-truth patch. The report builder accepts the new closed provenance shape while retaining existing campaign compatibility.
Validation: 63 focused evaluation tests passed; all 15 frozen patches reproduced from the pinned Git commits. A paired-wheel one-item shadow smoke reached the Codex model subprocess but that subprocess exited before producing a review, so no quality result is claimed.
