Archived PR replay freezes each PR's head, base, and diff, but historical CI reports were not captured. A newer ReviewBot release could otherwise read today's post-merge statuses and branch rules, mixing live evidence into a historical quality comparison.
Disable the three live CI lookup methods on the evaluation-only GitHub adapter. ReviewBot releases with CI snapshots now receive unavailable evidence; older releases remain compatible. Add a focused guard and document the limitation.
Validation:
PYTHONPATH=src python -m pytest -q test/test_reviewbot_eval.py(66 passed).
