Summary

• audit all 55 persisted ReviewBot review jobs covering 44 distinct vLLM-Omni PRs and every persisted status
• classify all 764 human review/review-comment/issue-comment records; deduplicate 217 substantive findings and exclude contested or administrative-only feedback
• add 15 executable owner rules across CI, Diffusion, Serving, Host Weight Runtime, Model Executor, and MiniCPM-o 4.5; reinforce existing rules instead of duplicating them
• keep raw audit material temporary and remove it after synthesis
