Temporary draft PR providing a clean GitHub Actions runner for the audited exact Tihany search source on
KAVentures/stable-set-flow-gadgets@research/tihany-exact-core.It validates the encoding, runs the direct core CEGAR search, independently verifies any candidate, and attempts DRAT/LRAT certification if the static formula is UNSAT. No ReflexLearn application code is changed.
