[codex] remove request compiler options

Summary

• remove request-level compiler options from simulation API, OpenAPI, and frontend request building
• stop passing request-driven compiler flags into forge-kyber build, inspect, or test
• remove compiler controls from the Run Options UI and update tests/docs to rely on project settings
