chore(iac/aws): prod database is single-AZ burstable; add multi_az support #719

Open

Description

@cristim

Summary

The AWS prod database is a single-AZ db.t4g.micro. The database module cannot express Multi-AZ. GCP and Azure prod are already HA.

Where

At commit b50ca38: terraform/modules/database/aws/main.tf:120-162. AWS prod is not yet deployed.

Failure scenario

Once AWS prod is deployed, an AZ outage or maintenance event takes the database down with no standby, and the burstable class can exhaust CPU credits under sustained load. Found by source reading.

Suggested fix

Add a multi_az variable and use a non-burstable instance class for prod.

Severity

High: no HA for the production database on AWS, though the environment is not live yet.

    Status update (2026-10-27, checked against main at 7b86e38): Waiting on a held PR.

    Main still has no multi_az variable in terraform/modules/database/aws. The fix is held in draft PR #1086 pending D8 (approve about $235/month more for a Multi-AZ non-burstable prod database, or split that commit out).

    Left / blocked on: #1086 is held for owner decision D8. It is currently CONFLICTING with main and will need a rebase once D8 is decided.
