Closes #47 once this reaches main. Stacked on #51 while its approval is pending. Adds a shared immutable rationale seam to every Checkable terminal, preserves rule types and raw violations, and centralizes explanation output for framework-neutral, RSpec, and Minitest failures. Includes a completeness contract for all 12 concrete terminal types, invalid-input and cache tests, plus README/API documentation. Local validation: 508 examples, zero failures, one platform-limited symlink skip; 249 Ruby files lint-clean. CI also covers coverage, docs, package installation, the RAG fixture, and supported Ruby versions. No release is published by this PR.
