Independent follow-up to #60; no merging or publishing. Adds development-only bundler-audit 0.9.3, a dedicated read-only security workflow for PRs/main/manual/weekly runs, and JSON artifacts. The wrapper refreshes advisories, normalizes Windows paths, rejects empty databases, and verifies that a known-vulnerable lockfile is detected before accepting a clean scan. Database update failures and scanner errors remain failures with diagnostic evidence; no vulnerable fixture gem is installed or executed, and no ignores are added. Offline synthetic tests verify clean/vulnerable results, health failures, Windows paths, exit codes, and report persistence. The default test task remains offline. The RubyGems runtime dependencies and version are unchanged. Local scanner tests: 11 examples, zero failures; focused lint clean. Full CI will validate the combined stack.

Final verification

The dedicated vulnerability scan and every normal CI job are green at 3d71731: https://github.com/LukasNiessen/ArchUnitRuby/actions/runs/39749666974 . The real database scan checked 1,266 advisories with 0 findings and successfully detected the known-vulnerable health fixture. A local-only integration with #62 also passed 593 examples, coverage thresholds, release metadata, and all 260 linted files. No PR was merged and no release was published.
