Implement calculateRouteConfidence and scoreRoutesConfidence in src/scoring/confidence/stellar. Scores routes on success rate, sample size, data freshness, and consensus ratio, returning a 0–1 confidence value with a high/medium/low tier label.

Implements four Stellar Wave features:
src/scoring/confidence/stellar— confidence scorer that rates route recommendations (0–1) across success rate, sample size, data freshness, and consensus ratio, with high/medium/low tier labelspackages/observability-sdk/stellar— route metrics exposure, execution tracing, and custom instrumentation hookssrc/replay/transfers/stellar— Soroban transfer replay simulator with event replay, execution flow simulation, and report generationsrc/anomalies/routes/stellar— anomaly detector for fee spikes and latency anomalies with alert generationAll modules include unit tests.
