fix(template): replace release pr template with latest version

The purpose of this PR is to replace the release PR template with latest version, like we have here, as it's something Victor currently does manually for every new release.

Note

Replaces the release PR description with a comprehensive Release Quality Process template including testing strategy, signoff, issue resolution, cherry-pick criteria, timeline, and team checklist.

• Scripts:
  • Update ./github/scripts/create-platform-release-pr.sh release PR body (release_body) to a detailed markdown template:
    • Includes sections for Key Processes, Testing Strategy, GitHub Signoff, Issue Resolution, Cherry-Picking Criteria.
    • Adds Timeline and Milestones and a Team sign-off checklist (uses ${platform_team_name}).
    • Retains reference to the testing plan sheet.
