Implemented the feat(support): scaffold nestjs microservice with automatic sla routing engine

• Initialize support-ticket-service boilerplate configurations with Dockerfiles.
• Establish SupportTicket and TicketResponse database structures.
• Implement strict multi-tiered priority configurations tracking operational SLA parameters.
• Add historical log arrays tracking state alterations alongside user CSAT metrics.
