Skip `testBasicGhaCacheImportExport` due to GitHub Actions legacy cache service deprecation The legacy GitHub Actions cache service has been shut down as of April 15, 2025. Reference: https://gh.io/gha-cache-sunset As a result, the `testBasicGhaCacheImportExport` test fails on CI for the `v0.12` branch.
