The public package stays 0.2.2. This commit sets the plugin header, runtime constant, Stable tag, and changelog to 0.3.0 and adds a version-bound WordPress.org builder that refuses any other version.

Public WordPress.org remains 0.2.2 until a separate founder GO.build-wordpress-org-v03.py, bound to version 0.3.0 and the existing distribution allowlist. The historical v0.1 and v0.2 builders are unchanged and the v0.2 builder rejects this tree.This pull request does not publish a GitHub Release and does not write WordPress.org SVN.
