Documents the beats role the same way as logstash (#473):
meta/argument_specs.ymlas the single source of truth, a generated
README.md, plus a Filebeat inputs doc.meta/argument_specs.ymlfor allbeats_*variablesREADME.mdwith the generated variable tabledocs/filebeat-inputs.mdfor the Filebeat input structuresdocs/role-beats.md, the main README and getting-started at the role READMEPart of #472. Stacked on #473 we merge that first in main
