Platform-wide operations require confirmation. apikeys.bulk-max-selector-values controls the selector array limit.
Paged selection uses existing Cassandra indexes, the submission cutoff and canonical legacy mapping. Each key is mutated separately. Recovery requires a new request with a new cutoff.
Revocation handles expired keys and updates existing migrated copies. Repeated revocation rewrites both stored rows.
Loaded identities are checked before writes. Unresolved legacy creation times or issuer mappings fail processing.
Failures stop processing and raise an exception carrying problem details with the operation result, counts for keys visited and possible partial application. Completed writes remain applied.
Bulk outcomes record actor identity, selections and result. Cached key rows and introspection responses are cleared locally after attempted mutations.
Review the cumulative diff against release/multi-tenant-api-keys. The README describes request semantics, retry cutoffs and existing cache propagation delays.
Dependencies, NOTICE and schemas are unchanged.
For QA
Focused Bazel run: all 122 bulk service, wildcard and selection unit tests passed. All remaining production and test sources compiled. Application build passed.
Existing Cassandra regressions cover paging, cutoffs, legacy and migrated keys, missing creation times or issuer mappings, and failures/retries between v2 and legacy writes.
HTTP and local-cluster E2E need verification with the actor-controller integration. Earlier HTTP results used the removed controller.
Production ingress authorization, timeout behavior and replicated Cassandra fault testing still require deployment QA.
I have signed off my commits for Developer Certificate of Origin (DCO) compliance.
New or existing tests cover these changes.

Adds paged streams for legacy and v2 keys and combines eligible records while excluding migrated duplicates. Tests cover selector combinations, cutoffs, issuer mapping, and stream closure.
Validates key scope before status updates and deletion. Revocation updates a matching legacy copy when revoking a v2 key. Tests cover scope mismatches, expired keys, and repeated revocation.
Adds actor-specific bulk revoke and delete operations, selector limits and validation, platform-wide confirmation, operation counts, audit output, and partial-failure handling. Cache invalidation, retry behavior, and operation constraints are also documented and tested.

Make migrated-key revocation atomic across both representations.
For a migrated key, bulk revoke saves the V2 row before the legacy row. If the legacy Cassandra batch fails or is not applied, processing stops after the V2 save. The legacy row keeps its previous status, so legacy introspection can continue to treat the revoked key as active.
The correction must make the paired writes atomic or compensate by restoring the V2 status when the legacy write fails. Bulk-level partial application does not permit inconsistent representations of one key.

Make migrated-key deletion atomic across V2 and legacy storage.
When the legacy Cassandra batch fails or returns a non-applied result, KeysDao.deleteKey(...) throws after KeysV2Service.deleteKeyById(...) has already deleted the V2 row. The legacy rows remain, so the deleted key can reappear through legacy fallback. A retry can follow a different legacy-only path, but the initial delete request leaves inconsistent storage.
This deletion path needs its own correction. A revocation-path fix alone does not change this delete ordering. A shared atomic mutation mechanism can correct both paths.

Minor · Clear invalidKeysCache during bulk invalidation. · PrefetchingCache.java:54-60
CachingKeysLoader.invalidate() clears only PrefetchingCache. It leaves negative entries active for up to 60 seconds. A selected key whose hash has such an entry can still produce NotFoundException after bulk revocation, instead of returning the mutated key. This violates the README contract that bulk mutations clear this instance's key caches.

@coderabbitaiCachingKeysLoader.invalidate() now clears the negative cache too. A regression verifies that a previously missing key reloads after invalidation.
The design explicitly requires per-key retries to repair partial writes. A failure between v2 and legacy writes returns FAILED, and the failed key is not counted as completed. New Cassandra-backed tests for REVOKED and DELETE inject this failure, verify each stored copy, retry, and verify completion across both representations. All 55 affected tests pass. The README makes this failure model explicit.
Atomic cross-store writes and compensating status restoration would add a different contract. Restoring the previous ACTIVE status could undo permanent revocation. Please reassess the two atomicity findings against the specified partial-write/retry model and the new tests.
@priyaselvaganesan You are right. I withdraw both atomicity findings. I incorrectly assumed that the contract prohibited partial writes within one key.
I checked the implementation, README, and regression assertions:
KeysV2Service.updateKeyStatus() repeats REVOKED writes even when the v2 copy is already revoked. This permits retry to repair the legacy copy.
deleteKeyById() checks both representations. After a partial delete, retry can remove the remaining legacy copy.
SyncKeysV2OperationsService.process() reports FAILED when the mutation throws. It does not count that key as completed.
retriesMigratedKeyAfterLegacyMutationFails() covers both REVOKED and DELETE. It injects a legacy-write failure, checks the partial stored state, retries, and checks completion across both representations.
The README explicitly documents this failure-and-retry model.
Atomic cross-store writes are not required by this contract. Restoring the previous ACTIVE status would also be an unsafe recommendation because it could undo an applied revocation.
The negative-cache concern is addressed. CachingKeysLoader.invalidate() now clears invalidKeysCache, and invalidationReloadsPreviouslyMissingKey() verifies reload after invalidation.
I inspected the tests but did not run them. The reported 55-test pass remains author-provided evidence.

TL;DR
To manage existing keys across actor scopes, add a synchronous bulk service for revoke and delete with explicit IDs or singleton wildcard selectors.
