fix(health): keep Cassandra outages from restarting every control-plane replica - #2901
Java service liveness probes checked Cassandra (and NATS for nvcf-api), so a
Cassandra outage restarted every replica repeatedly. Liveness now checks the
process plus a new cassandraSession check; Cassandra stays in readiness.
Additional Details
nv-boot-starter-cassandra: new cassandraSession health contributor. It
reports DOWN only when the app's Cassandra session fails for 3 min while a
new session succeeds. This restarts a pod whose session stays broken after
Cassandra recovers, and never restarts pods during an outage. Settings: app.cassandra.session-liveness.{enabled,grace-period,check-interval}.
nvcf-api, nvct-api, api-keys, ess-api, icms: liveness is livenessState
and cassandraSession. Readiness is unchanged. ess no longer overrides
liveness with customcassandra in its NCP profiles.

The Cassandra starter adds a session liveness indicator. Five control-plane services include it in liveness groups and add health-group tests. NATS connection options now set unlimited reconnect attempts.

The starter registers an indicator that checks the application session and attempts a fresh session. If the application session fails while a fresh session succeeds, the indicator reports DOWN after the configured grace period. Tests cover configuration, probe setup, and health-status transitions.

The service liveness groups include cassandraSession instead of general Cassandra or NATS checks. ESS removes profile-specific liveness overrides. Tests check liveness and readiness with simulated health contributors.

natsConnection connects with options returned by the options builder. The builder sets the maximum reconnect count to -1. A test checks that value.

NATS connections now reconnect indefinitely. After a long outage, a timed-out stream or consumer management call may be applied late. The affected operations are largely idempotent or retried, so this is a low risk to note rather than a blocker.

Same question as #2902 for NATS. jnats defaults to 60 reconnects and FixedNatsPool doesn't replace closed connections, so a long NATS outage would leave nvcf-api pods unready with nothing restarting them. Unlimited reconnects, or a liveness check that only fails on CLOSED, would cover it.

Nit: the probe builds a full session each time, schema metadata included. Maybe turn schema metadata off on the probe session so it stays cheap when many pods check at once after recovery?

Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Add backoff before enabling unlimited reconnects.
maxReconnects(-1) makes each pool connection retry indefinitely. The existing 100-millisecond reconnect delay can cause repeated connection attempts throughout an outage, especially when connections fail quickly. Multiple pool connections across replicas can create a reconnect storm and add load while NATS recovers. Use a capped backoff with reconnectDelayHandler(...), or increase the delay and jitter before retaining unlimited reconnects. (raw.githubusercontent.com)
