fix(http-invocation): fail fast with 503 when JetStream cannot accept a request - #2923
When NATS JetStream lost quorum, invocation-service retried a publish for
about a minute, so HTTP invocations hung until the client timed out. Others
failed fast but with 500. JetStream writes on the invocation path are now
time-limited, and requests JetStream cannot accept return 503 with Retry-After.
Additional Details
Request publish: limited to 5 s in total, with a 2 s ack wait per attempt
(was up to 7 attempts of 5 s plus 1 to 16 s backoff). New NatsRetryStrategy settings publish_timeout_ms (5000) and attempt_timeout_ms (2000), overridable with NATS_PROPERTIES__RETRY_STRATEGY__*.
Polling record (publish plus ack) and the purge before a 504 are limited to
2 s each. A failed polling record stays 500: a worker already has the
request, so clients are not told to resubmit it.
New nats::Error::Unavailable (503) for an expired limit, retries exhausted
on transient errors, and stream setup failing without quorum (10008) or
timing out. A full queue stays 429.
Every 503 from the service now carries Retry-After: 1.
Stream creation is unchanged: its config is fixed and creating a stream
needs quorum, so a partial outage cannot recreate it with other settings.
Why 5 s: a planned leader handover stalls publishes under 0.25 s, and a leader
crash about 10 to 12 s. No limit under a 10 s client timeout survives an
election, so the limit fails fast while still covering short stalls.

Walkthrough
NATS publishing, polling-request recording, and cancellation now use bounded waits. Selected JetStream failures map to a new NATS error, which the HTTP route returns as a 503 response with Retry-After: 1.

Timeout and availability error contract src/invocation-plane-services/http-invocation/crates/server/src/nats/mod.rs
The retry strategy adds total-publish and per-attempt timeout settings. Selected JetStream setup failures and exhausted retryable publish failures map to Unavailable; queue-full errors remain Publish errors.
Request publishing has an overall timeout, and acknowledgment waits use the per-attempt timeout. Polling-request recording and cancellation also use bounded waits. Tests check timeout results and elapsed times when NATS is paused, and verify tracking-stream recreation.
The streaming route returns AppError for failures. Unavailable NATS errors produce 503 responses with Retry-After: 1; full-queue errors remain 429 without that header.
NVIDIA/nvcf#2789: This change returns a Problem Details 503 response when NATS reports that JetStream is unavailable for an invocation request.

Explanation
The title uses a valid Conventional Commits type and a required scope, and it accurately describes the main change: JetStream request failures now return 503 quickly instead of retrying for about a minute. The fix type is correct, since the change corrects a customer-facing failure mode that was previously slow or 500. The title follows the required format type(scope): subject with exactly one type prefix. It has no Draft or WIP marker to ignore.

Do not map this post-acknowledgement failure to 503.
record_polling_request runs after JetStream acknowledges the invocation. The new mapping returns 503 with Retry-After: 1, while InflightRequestGuard starts cancellation asynchronously. A client that follows the retry response can submit a new POST with a new RequestId; per-subject NATS deduplication does not prevent that request from executing again.
The base implementation already returned a generic 500 for this tracking failure. The changed correction site is post_pexec.rs, where the tracking error is mapped:

publish_to_request_mapping awaits the NATS write before await_ack starts. The attempt_timeout_ms timeout therefore does not cover the initial write enqueue. If the NATS client cannot accept the write, this await can exceed attempt_timeout_ms and delay the HTTP response.

Return 503 for retryable stream-store failures after exhaustion.
If JetStream returns STREAM_STORE_FAILED for a reason other than a full queue, classify_publish_error retries it. Error::from still converts that error to Error::Publish, which this match preserves. The HTTP route then returns 429 instead of 503 with Retry-After. Preserve Publish only for the verified full-queue case; convert exhausted retryable failures to Unavailable. The async-nats acknowledgement path can supply this JetStream error as the source of PublishErrorKind::Other. (docs.rs)
As per path instructions, “Check error handling, tracing spans on cross-service calls, and that no secrets or full request bodies are logged.”

Agreed. If NATS stalls longer than 5 s, the request can be stored after the 503 and run with nobody waiting.
Proposed fix as a follow-up: invocation-service withdraws the request token when the publish isn't acked, and the worker checks the token before running the request. It needs a worker-utils change, so I'll keep this PR to the deadline fix.
