Add two read routes that return the events and stats recorded for one
account and function, so a trusted service can serve them to that
account. The existing routes are unchanged.
Additional Details
Routes: GET /v3/ledger/accounts/{ncaId}/functions/{functionId}/versions/{functionVersionId}/events
and .../stats. They require the admin:read scope. The function version
ID is the namespace.
Matching: rows are filtered in CQL on nca_id and function_id inside the
partition being read. Rows written without those columns never match.
No match returns 200 with empty lists, never 404, so a caller cannot
tell whether a function exists or who owns it.
Malformed ncaId, functionId or functionVersionId returns 400, using the
same rules as the write path.
Events accept the same query parameters as the namespace events route.
Stats read stats_v3 only, accept eventFilter, and count only matching
rows. The response shapes have no nca_id field, and event details are
returned as stored, as on the existing routes.
Additive: no existing handler, query, response type or test assertion
changed. The two new methods are added to the existing DB interface, and
the test mocks gained stub implementations.
Trust model: the ledger trusts the account in the path and does not check
who owns the function version. The caller is expected to have
authenticated the user.
The routes return data only once events carry nca_id and function_id,
which needs v3.account-columns-enabled and the schema migration.
Not in this PR: the nca_id immutability check.
For the Reviewer
v3_account_reads.go: handlers and path validation.
cassandra/v3_account_reads.go: the two queries. They use ALLOW FILTERING
with the partition key fully restricted, so each reads one partition.
BUILD.bazel: the new files are added to the library and test targets.
For QA
go test ./cmd/... ./internal/... in src/control-plane-services/event-ledger
bazel test of the service and cassandra test targets passes.
Not run: the new queries against a live Cassandra.
Add GET /v3/ledger/accounts/{ncaId}/functions/{functionId}/versions/{functionVersionId}/events
and .../stats so a trusted service can read the events and stats recorded for
one account and function. The function version ID is the namespace.
Rows are filtered in CQL on nca_id and function_id inside the partition read,
so rows without those columns never match. A request that matches nothing
returns 200 with empty data. The routes require the admin:read scope and the
path account is trusted. Existing routes and queries are unchanged.

Adds account-scoped V3 event and stats GET routes. The handlers validate path and query values, read records filtered by account, function, and function version, and return event details or statistics. The README and tests cover the new routes and behavior.
Adds database methods and Cassandra queries for event and stats records filtered by namespace and account/function IDs. The event query also filters by context.

Adds admin-read GET routes and handlers for account-scoped events and stats. Handlers validate path values, apply query filters, and return database errors as 500 responses. Tests cover filtering, ordering, validation, empty results, and errors. The README documents route requirements and response behavior.

Reviewed ea80c61 using the Go reviewer skill. No actionable findings and no P0/P1 issues identified. Approving.
Checked the new handlers against the existing V3 write path and response contracts, the Cassandra schema and account predicates, admin:read route wiring and shared auth middleware, empty-result behavior, context/attribute filters, stats counts, error handling, and Bazel source/dependency wiring. The account-in-path trust model is explicit and matches the intended trusted-service boundary.
Validation passed from a fresh worktree: go test -count=1 -timeout=5m ./cmd/... ./internal/..., go vet ./cmd/... ./internal/..., and git diff --check. No live Cassandra instance was available, so database-dependent tests did not validate the new CQL against a running database. The account-read handler tests use a mock DB; live query behavior remains the main validation gap. I did not rerun Bazel or deploy the service.
