ATB Format Fix
Removes different values for BTM and FOM in
data/ATB24_costs_baseline_2035.jsonanddata/ATB24_costs_baseline_2040.jsonand assumes BTM values for both applications. Format matches thedata/ATB24_costs_baseline_2025.jsonfiles and is compatible with the currentdwindversion.
