upgraded yarn to add release age min and added min to npm

Changes

This branch upgrades Yarn from 3.2.1 to 4.15.0, adding a releaseAgeMin constraint, and adds a corresponding ignore-scripts=false setting to .npmrc. The Dockerfiles were also updated to accommodate the new Yarn version and ensure compatibility in the containerized build environment.
